The bird in the photo above is a Double-crested Cormorant. I have been trying for 6 years (since we moved to Vancouver Island) to capture a reasonably close photograph of this bird in the water with absolutely no luck as they stay just out of camera range. On this day I was more fortunate in finding one of these elusive (to me) birds standing on a pillar at Cowichan Bay not too far from the shore. It was a great opportunity, but I still hope to find one in water.
